According to ‘The Wall Street Journal’, this can generate additional income of about 25 million dollars i.e. about 236 crore rupees to the government every year. According to a Ukrainian MP, about 30 thousand drones can be purchased with this amount.

Supporters of the proposal argue that the police will get an opportunity to focus more on serious crimes rather than cases related to adult content. At present, a large part of this business is being run secretly due to fear of legal action.

The Ukrainian Parliament approved this bill in the first reading in July. Now it is to be presented for second reading. In the first reading, 231 MPs voted in favor of the bill, while 8 opposed it. 3 MPs abstained from voting.

Business is big, but law is coming in the way

Online business of adult content has grown rapidly in Ukraine. Especially a large number of Ukrainian creators are working on platforms like OnlyFans.

According to ‘The Wall Street Journal’, in 2023, about 8 thousand Ukrainians had earned more than 131 million dollars (1237 crore Indian rupees) from OnlyFans. This is just the earnings of OnlyFans, not the figures of the entire adult-content business.

The problem is that under current Ukrainian law, creating and distributing porn content is illegal. In such a situation, it is not easy for creators to pay tax on their earnings.

If they reveal their earnings to the government, their identity may be revealed and legal action may be taken against them for making porn.

According to the report, some content creators tried to pay tax on their earnings by declaring it to the government. But after this he had to face investigation under the pornography law along with tax related matters.

Supporters of the bill say that when this business is already running on a large scale, then it should be brought under the legal ambit and taxed on it.

Complaints of corruption have also come to light regarding this business. According to the report, officials in three regions of Ukraine have been accused of taking bribes from people involved in the adult content business.

Supporters of the bill say that since this business is illegal, there are cases of bribery and pressure between creators and officials. He believes that if business is made legal and clear rules are set for it, then such cases of corruption can be reduced.

A creator paid 9 lakh dollars tax

Adult content creator Svitlana Dvornikova is also mentioned in the report. She claims that till now she has paid tax of about 9 lakh dollars i.e. about Rs 8.5 crore.

He says that if the government legalizes this business and collects taxes from it, then the government can get additional money for the war. Drones and other military items can be purchased with this money.

Dvornikova has already raised the issue of legal action being taken against people creating adult content. He had also filed a petition on the website of Ukrainian President Volodymyr Zelensky regarding this matter.

Relief on adult content, strictness in children’s matters

This petition got the support of more than 25 thousand people. After this, Zelensky asked the Parliament to consider the proposal.

After this, a proposal was made in the Parliament not to consider adult content created between adults as a crime. However, the proposal talks about keeping child pornography as a crime.

Legal action will continue in such cases and efforts are being made to make the punishment more stringent.

MP Yaroslav Zhelezniak says police should focus more on sexual exploitation of children and other serious crimes rather than spending time on cases involving adult content.

This means that the Rs 236 crore received from adult content is much less than Ukraine’s needs, but it can become another way for the government to collect additional taxes from the already running business.
