What was said in the notice? FDA says that the name ‘Vimal’, product and dialogue have been used in the advertisement in such a way that it appears to be promoting the ‘Vimal’ brand. Since the brand ‘Vimal’ is also associated with pan masala, the FDA suspects that the banned pan masala is being indirectly promoted through the advertisement. Preparation of MCOCA on tobacco and gutkha network: Gutkha and pan masala containing tobacco or nicotine are banned in Maharashtra since 2012. This restriction is increased every year. The current ban is applicable for one year from July 13, 2026. Under this, there is a ban on making, keeping, transporting and selling pan masala. This law is renewed every year. Recently, the period of this ban has been extended again on 13 July 2026. FDA Commissioner Tukaram Mundhe had on June 12 directed officials to take strict action under ‘MCOCA’ (Maharashtra Control of Organized Crime Act) in collaboration with the police in cases of organized gutkha and tobacco networks. Surrogate advertisement is not wrong, but due to ban on pan masala, such advertisement is called surrogate advertisement. This means advertising another product of the same brand instead of advertising one product directly. Like the advertisement of cardamom of Pan Masala brand. This advertisement in itself is not wrong. But Pan Masala is banned in Maharashtra. FDA says that due to this, indirect promotion of pan masala cannot be done in the state. Mukesh Khanna had demanded removal of Jana Gana Mana. Recently, in a statement given to IANS, Mukesh Khanna said, ‘I had said three years ago that Vande Mataram should be made the national anthem (it is the national anthem).
