In a major political and administrative milestone, the Aam Aadmi Party government in Punjab on Wednesday formally launched its highly anticipated flagship welfare scheme, the Mukh Mantri Maavan Dheeyan Satkar Yojna. Marking the fulfilment of the party’s fifth and final core electoral guarantee from the 2022 Assembly polls, Chief Minister Bhagwant Singh Mann unveiled a dedicated web portal in Dhuri to operationalise the direct benefit transfer framework.
To mark the launch, the state administration cleared a three-month consolidated lump sum instalment covering July, August, and September. Under the disbursement structure, general category beneficiaries received Rs 3,000 directly into their bank accounts, reflecting the promised baseline entitlement of Rs 1,000 per month. Crucially, in a targeted move to support marginalised communities, women belonging to the Scheduled Caste category received an enhanced payout of Rs 4,500, calculated at a monthly rate of Rs 1,500.
Hailing the roll-out as an historic intervention for gender-focused financial autonomy, AAP National Convenor Arvind Kejriwal stated that the Mann administration had successfully guarded public funds against systemic leakage, ensuring maximum transmission efficiency directly to citizens’ bank accounts. He noted that the government had now delivered on all major welfare promises made to the electorate before assuming power.
The state executive has institutionalised several key operational mechanisms to ensure universal coverage and fiscal sustainability. The administration confirmed that financial assistance is not capped per household, meaning that if a family has multiple eligible women, each individual will receive her respective Satkar Raashi independently. Furthermore, for beneficiaries registering after the formal launch date, the financial benefits will apply retrospectively, ensuring payouts are backdated with effect from July 1, 2026. Addressing scepticism regarding long-term fiscal viability, the Chief Minister asserted that the scheme has been integrated into the state’s permanent budgetary framework and will continue uninterrupted throughout the government’s tenure.
