The central government had banned Telegram on June 16.
Telegram will remain banned in the country till NEET re-exam. Delhi High Court on Friday rejected the petition filed against the central government’s ban on Telegram. Justice Tejas Karia said, ‘The government has the right to impose a ban under Section 69A of the IT Act.’
The court said, ‘The review committee of the court had also examined the government’s decision on this matter. The government has acted with full wisdom, there does not appear to be any haste or carelessness in this.
On June 16, before the NEET re-exam, the Central Government had imposed a temporary ban on Telegram till June 22. After this, Telegram had filed a petition in the Delhi High Court. The hearing of the case was completed on Thursday and the court had reserved its decision.

The court had asked – how can the rights of 15 crore users be stopped?
The government had argued in the court on Thursday that the possibility of misuse of Telegram before the re-exam cannot be ruled out. On this, the court had asked that how can the rights of 15 crore Telegram users be restricted because of some candidates.
Solicitor General Tushar Mehta said that 40 bots can be created from one account in Telegram, whereas in WhatsApp there is one bot for every user. Telegram is being used in cyber crimes, paper leaks, child pornography, terrorism and financial fraud.
After this the government made 5 claims…
- 40 bots can be created from one account in Telegram. There is a limit of one bot per user in WhatsApp.
- This platform operates through cloud. The perpetrators of the crime cannot be traced. That means even if it is blocked and someone does something wrong, the investigating agencies cannot reach the real user.
- One lakh members of a channel can be transferred to another channel in a matter of seconds. There is a serious danger from this.
- You can edit date and time in Telegram. Due to which it can be misused. This happened in 2024.
- The paper was published after the exam, but the date was changed to a day before the exam.
Telegram claims- removed more than 900 links related to NEET
Advocate Dhruv Mehta presented Telegram’s side. He said in the court that we all know whatever happened. A lot of students were affected. The other aspect is, can the entire platform be blocked to prevent that one incident?
Telegram reported that it removed the banned content within an hour of receiving the specific URL from authorities on June 9. It also claimed that it has removed more than 900 links related to illegal NEET content. Used AI, machine learning tools and manual moderation to identify violations.

Action has been taken on Telegram in China, France, Russia and Germany
The government also told the court that in the last few years, there has been a rapid increase in complaints of fraud related to this app on the National Cyber Crime Reporting Portal. More than 2.75 lakh complaints were filed in 2025 alone, involving fraud worth Rs 3,086 crore.
The government also mentioned the regulatory and enforcement actions taken against Telegram in several countries such as China, Iran, France, Russia, Germany and Brazil. These actions were taken over issues such as non-compliance with local laws, lack of content moderation, and law enforcement concerns.
