West Bengal government has made changes in the OBC reservation system. OBC reservation in the state has been reduced from 17% to 7%. According to the new list, now only 66 castes will remain under the purview of OBC reservation. The system of religion based classification has also been abolished.
The government says that this decision has been taken on the basis of the 2024 order of the Calcutta High Court. The court had termed the process of including 77 additional castes added to the OBC list between 2010 and 2012 as illegal and unconstitutional.
However, the status of castes included in OBC category before 2010 will remain. The appointments of people who have already got jobs through this quota will also not be affected.
Mamta government had divided OBC reservation into two parts.
With this decision, the OBC-A and OBC-B system implemented during the Mamata Banerjee government has ended. Mamta government had divided OBC reservation into two categories. OBC-A was getting 10% reservation and OBC-B was getting 7% reservation. Many new castes were also added during this period.
The Calcutta High Court had given a decision against this in 2024. Due to the court’s decision, about 12 lakh OBC certificates issued after 2010 were cancelled.
Now they will get reservation
The new list includes castes like Kapali, Kurmi, Sudhradhar, Karmakar, Sutradhar, Swarnakar, Barber, Tanti, Dhanuk, Butcher, Khandayat, Turha, Devang and Goala. Three Muslim communities like Pahadia, Hajjam and Chaudhuli are also in this list.
Minister of State Agnimitra Paul said after the cabinet meeting that the government will conduct a fresh review of the OBC structure. An inquiry committee will be formed for this. The groups whose identity has been clarified by the High Court will be considered first. After review, if necessary, some groups can be included in the list again under the legal process.
