Education Ministry defends CBSE On Screen Marking for Class 12, cites use by ICAI and Delhi University, cuts re-evaluation fees to Rs 100, promises refunds if marks increase.

Amid concerns surrounding CBSE Class 12 results, the Ministry of Education on Sunday defended the board’s On-Screen Marking (OSM) system and announced steps to address students’ grievances, including a reduction in re-evaluation-related charges.
School Education and Literacy Secretary Sanjay Kumar said the ministry and CBSE were aware of the anxiety among students and were working to ensure transparency and fairness in the evaluation process.
What Education Ministry said?
Addressing a press conference, Kumar said the On-Screen Marking system is an internationally accepted evaluation method and is already used by several major institutions.
“Developing concerns among students is the main focus. Although the technological infrastructure did not support its implementation in 2014, it has now been reintroduced. ICAI also follows the OSM framework, similar to IB and Cambridge curricula,” he said.
The Education Secretary said efforts were being made to address concerns regarding the passing percentage and the evaluation process.
He noted that the OSM system had first been implemented in 2014 and is also used by Delhi University and the Institute of Chartered Accountants of India (ICAI).
According to officials, answer sheets this year were scanned and converted into PDF format before evaluation began.
The actual marking process started on March 17.
Kumar said special attention had been given to maintaining security during the evaluation process.
A three-level security system was put in place for scanning the answer sheets, he said.
The ministry maintained that the digital evaluation system improves transparency and helps maintain uniformity in checking answer scripts.
“Our children are experiencing some anxiety. We, too, are concerned about our children. We also want to ensure that no child receives marks lower than what their abilities deserve,” Kumar said during the press conference.
Re-evaluation process
The Education Secretary said CBSE would continue its existing tradition of re-evaluation and review.
CBSE has put in place a multi-level review mechanism to address complaints regarding evaluation errors and corrections in Class 12 results.
Students who wish to access copies of their answer sheets will now have to pay a fee of Rs 100.
Kumar also announced that if a student’s marks increase after the re-evaluation process, the fee paid by the student would be refunded.
The revised process is scheduled to begin on May 19.
Concerns over CBSE results
The Education Ministry’s statement came amid growing discussions on social media and among students regarding CBSE Class 12 results and the marking system.
Kumar acknowledged that feedback was being received through newspapers, social media and other platforms, reflecting concerns among students and parents.
He said the welfare of students remained the ministry’s top priority and assured that all concerns related to evaluation and result corrections were being taken seriously by both the Ministry of Education and CBSE.
