The Election Commission on Thursday announced the third phase of Special Intensive Revision (SIR). Under this phase, verification of 36.73 crore voters will be done in 16 states and 3 union territories including Haryana, Jharkhand, Uttarakhand, Delhi.
After the third phase of SIR, the SIR process will be completed in the entire country except Himachal Pradesh, Jammu-Kashmir and Ladakh. The schedule of SIR will be announced later considering the weather and the second phase of census in these three states.
About 4 lakh BLOs, 3.42 lakh booth level agents will be deployed.
The Election Commission said that 3.94 lakh Booth Level Officers (BLO) will be deployed in the third phase of SIR process. 3.42 lakh Booth Level Agents (BLAs) appointed by political parties will also be involved to help BLOs.
After SIR in Delhi, the final voter list will be released on October 7. The Election Commission said that the date of SIR will be announced later in view of the snowfall and weather conditions in Himachal Pradesh, Jammu and Kashmir and Ladakh.
SIR Phase 1-2: 10 states, 3 union territories covered
The Election Commission had ordered to conduct SIR in the entire country on 24 June 2025. So far 10 states and 3 union territories have been covered. SIR was conducted in Bihar in the first phase. Under the second phase, SIR took place in 12 states and union territories from October 28, 2025.
These included Uttar Pradesh, West Bengal, Gujarat, Madhya Pradesh, Chhattisgarh, Rajasthan, Tamil Nadu, Kerala, Goa, Puducherry, Andaman and Nicobar Islands and Lakshadweep.
The Commission said that about 59 crore voters were covered in the first two phases of SIR. During this period, 6.3 lakh BLOs and 9.2 lakh BLAs participated in the process.

1. What is SIR?
This is a process of the Election Commission. In this, the voter list is updated by going door to door and getting people to fill the forms. New voters above 18 years of age are added. The names of people who have died or have shifted to another place are removed. Mistakes in name and address are also corrected.
2. In which state did it happen first?
Happened in Bihar in the first phase. There are 7.42 crore voters in the final list. Under the second phase, SIR was announced in Uttar Pradesh, Chhattisgarh, Goa, Gujarat, Madhya Pradesh, Rajasthan, Andaman and Nicobar Islands and Lakshadweep.
3. Who does it?
Block Level Officer (BLO) and Booth Level Agent (BLA) go door-to-door to verify the voters.
4. What will the voter have to do in SIR?
BLO/BLA will give forms to voters during SIR. The voter has to match the information with them. If your name is in the voter list at two places, it will have to be removed from one place. If the name is not in the voter list, then to get it added, a form will have to be filled and relevant documents will have to be given.
5. Which documents are valid for SIR?

6. What is the purpose of SIR?
SIR from 1951 to 2004 has been completed, but is pending for the last 21 years. In this long period, many changes are necessary in the voter list. Like migration of people, name being in voter list at two places.
Name remains even after death. Removal of foreign nationals once their names appear in the list. No eligible voter should be left out in the list and no ineligible voter should be included in the list.
