The Central Government has decided to make changes in the system of government schools and implement new guidelines from May 2026. Under this historic change, the management of about 15 lakh schools in the country will now be directly in the hands of the parents.
According to the new rules, the School Management Committee (SMC) has been given the financial power to carry out construction work up to Rs 30 lakh on its own without the approval of PWD.
The Ministry of Education has finalized these reforms under the New Education Policy (NEP) 2020 and the Right to Education Act (RTE) 2009, due to which schools will now develop as ‘community assets’ and not just government institutions.
The biggest change in this system is in ‘checkbook power’. Now the bank account of the school will be a joint account of the Headmaster and the SMC President (Guardian), due to which it will not be possible to use the funds without the consent of the parents. Along with this, schools have now got legal permission to take funds from private companies through CSR.
Annual ‘social audit’ mandatory
To bring transparency in the system, now along with the government audit, annual ‘social audit’ has been made mandatory, in which the account of every penny of the school will have to be posted publicly on the notice board.
Adopting ‘zero tolerance’ policy, authority has also been given to take direct action in collaboration with the police and health department.
Under the new guidelines, the committees will now prepare ‘School Development Plan’ (SDP) for the next three years, through which the infrastructure and teaching facilities can be reviewed every year.
The structure of the committee will be like this
- 75% Parents: Three-fourths of the committee members will be parents.
- 50% women power: Half the members must be women.
- 25% other members will be: school teachers, local councilors or panch, old students and local educationists.
- Tenure: The committee will be elected for 2 years. Meeting is necessary every month.
