The first phase of Census 2027 will start from today (April 1). It will run till 30 September 2026. In the first phase, there will be ‘house listing’ i.e. counting of houses.
The second phase ‘Population Census’ will take place in February 2027. In this people will be asked about their caste. Caste data will be collected for the first time after independence. Earlier this had happened in 1931.
Live-in couples will be considered married couples in the census. If your mobile has FM then it will be considered that you have a radio, but watching YouTube does not mean that you have a TV.
Census takers will ask you a total of 33 questions. We will also tell you that apart from these 33 questions, what other questions can be asked to you, which you do not have to answer.

Completely digital census for the first time
For the first time in the country, the census will be conducted completely through digital medium. Employees will collect data directly on their smartphones through the mobile app. Earlier census data was recorded on paper and then it was digitized. It took a lot of time.
The census will be completely hi-tech and ‘geo-referencing’ technology will be used in the counting of houses. The location of every house will be recorded on the digital map, so that no house is left out and no one can be counted again.
If employees ask these 3 questions, do not answer
- Income: Any question related to monthly earnings or bank balance.
- Documents: Pressure to show Aadhaar, PAN or any other identity card.
- Bank Details: Personal details like bank account number or OTP.
You will be able to update your information yourself on the portal for the first 15 days.
Online facility of self enumeration has also been provided for the first time in both the phases. Self-enumeration will be done through a web portal, in which people will be able to fill their information online themselves 15 days before the door-to-door survey. 16 languages are given to fill the form on the portal.
This is absolutely optional. Those who will not do self-enumeration can give the data in the traditional way when the government employee comes to their home. Government employees will also visit the homes of those who have filled the online form to verify their data.

If your mobile has FM radio, if you are live-in then you are married.
- Live-in: A couple who has been living together for a long time will be considered a ‘married couple’ in the census.
- Radio-TV: If the mobile has FM then ‘Radio’ will be counted. Watching YouTube on mobile will not be considered ‘TV’, for this it is necessary to have a TV.
- Vehicle: Tractor will not be registered in car/jeep category. E-rickshaw/auto car or bike will not be accepted.
- Water: Even if there is a tap in the house, if you order water from a bottle or can, then write ‘bottled water’.
- Kitchen: If you cook and sleep in a part of the house, then it will not be considered as ‘Kitchen’. Kitchen will be registered only if it is separate in the house.
There will be ‘impenetrable’ security like banking system
- The government has included the census data in the ‘critical information infrastructure’ (CII) category.
- Census data will be completely confidential and out of the scope of RTI. It cannot be used as evidence in any government scheme or court.
- Census data will get the same impenetrable security that nuclear power stations, the national power grid or military networks get.
- Its data will be under the monitoring of the National Critical Information Infrastructure Protection Centre.
- The purpose of this siege is to allay concerns that the data leak could target communities or influence internal policies by foreign powers.
- Only authorized officials will be able to see the data through biometric and digital signature. There will be a disaster recovery centre. Action under ‘national security’ sections on leaking of data.

Every house on the map will become ‘Digi Dot’, it will have 5 benefits
1. Accurate relief in disaster- The digital layout map made with geo tagging will prove useful in times of disasters like cloud burst, flood or earthquake. In case of an incident like cloud burst in a village situated in the remote Himalayan region, this map will immediately reveal how many people live in which house. How many people would have been there in the hotels according to their capacity. This detail will help in arranging all the boats, helicopters, food packets etc. required for rescue.
2. Will help in delimitation- This will also help in rationally determining political boundaries such as parliamentary or assembly constituencies. The map prepared through geo-tagging will make the picture clear as to how there should be a balanced distribution of rural and urban areas in the area. Communities should not be divided in such a way that one locality is included in one area and another locality is included in another area. Digi Dot will ease the process of delimitation of houses.
3. Ease of urban planning- This map will also prove useful in planning roads, schools, hospitals or parks in cities. If there is a majority of children in the digital layout of houses in a place, then plans can be prepared to build parks and schools on priority. If there is an abundance of kutcha houses or dilapidated houses in any colony, mobile relief vans can be sent there immediately in case of any medical emergency.
4. Data on urbanization and migration rate will be available- Changes in the digital map can be easily recorded in the census to be held ten years after this census. The rate of urbanization in different parts of the country and mapping of migration areas can be compared accurately.
5. Duplicate names will be removed from the voter list- Geo tagging along with Aadhaar identification will be helpful in making the voter list accurate and robust. When a voter is digitally linked to a geographical location, his original residential address will also be revealed at the time of dual registration.
