The government has tightened toll rules on National Highways on Tuesday. Now vehicles not paying toll will not get services like NOC, Fitness Certificate and National Permit. These changes have been made under the Central Motor Vehicles Rules 2026. Its purpose is to strengthen electronic toll collection and stop toll evasion.

Many times, when the Fastag of the vehicle is scanned at the toll plaza of the National Highway, the toll is not deducted due to technical glitch. Even if the balance in Fastag is less, vehicles cross the toll. Now the outstanding amount of such vehicles will be added to the vehicle records.

Which services will be stopped?

After the implementation of the new rules, if toll dues are found on any vehicle, its services will be stopped.

  • No Objection Certificate (NOC): If you want to sell your vehicle to another person or want to shift the vehicle from one state to another, then NOC will not be issued without toll clearance.
  • Fitness Certificate: Renewal of fitness certificate or issuance of new certificate for commercial and other vehicles will not be possible until the old toll dues are deposited.
  • National Permit: Before issuing National Permit to commercial vehicles like trucks and buses, it will be checked whether there is any toll outstanding on that vehicle.

How will this system work?

The process of linking toll dues with vehicle records will be completely digital and automated. This can be understood in 3 steps:

1. Sensor and camera installed on toll plaza: As soon as your vehicle passes through a toll plaza, the RFID reader installed there scans your Fastag. If the balance in Fastag is low or it is blacklisted, the system immediately records the vehicle registration number (VRN). In the future ‘Multi-Lane Free Flow’ (MLFF) system, there will not even be barriers, where high-definition cameras will directly capture the photo of your number plate.

2. Information to NPCI and Bank: The server at the toll plaza sends this information to the National Electronic Toll Collection (NETC), which is managed by NPCI. From here it is known from which bank’s Fastag the money was to be deducted and why it was not deducted.

3. Data sync with ‘Vahan’ portal:The Ministry of Road Transport and Highways has synced its ‘Vahan’ database with the toll collection system. As soon as a toll remains unpaid, NPCI sends that data to the ministry’s servers. There, the outstanding amount is added to your digital record on the basis of engine number and chassis number of the vehicle.

New definition of ‘unpaid toll user’ decided

The government has also defined the term ‘unpaid toll user’ in the rules. Under this, if the movement of a vehicle has been recorded through means like Electronic Toll Collection (ETC) system i.e. Fastag, but its payment has not been received as per the National Highway Act, 1956, then it will be considered as outstanding.

That is, if the balance in your Fastag was less and you crossed the toll, then that outstanding amount will be added to your vehicle records.

Preparation for toll collection without barrier

This step of the government is being considered very important for the ‘Multi-Lane Free Flow’ (MLFF) tolling system to be started in the future. In this system there will be no physical toll plaza or barrier on the highway. The vehicles will pass through the highway at high speed and the cameras and sensors installed will automatically deduct the toll.

This will eliminate long queues at toll plazas and save fuel. Since without a barrier, no one will be able to stop the vehicle on the spot for toll collection, hence the government has linked it to the vehicle’s documents (NOC and fitness) so that people themselves pay on time.

Major changes were made in Form 28

Form 28 used for NOC has also been updated. Now the vehicle owner himself will have to declare in this form that there is no toll outstanding on his vehicle. Along with this, the vehicle owner will also have to provide related toll details.

To promote digital methods, the government has also made a provision that some parts of Form 28 can now be issued electronically through an online portal.
