Although it is not clear where he started climbing, he was seen just above the viewing deck, just above the Olympic rings installed for decoration on another part of the Eiffel Tower.
The police evacuated people from the area around 3 pm. Some people who were locked on the second floor were allowed to come out after about 30 minutes.
