The Maharashtra government on Wednesday (November 6) signed a Letter of Intent (LoI) with Elon Musk’s company Starlink. With this, Maharashtra has become the first state in the country to adopt Starlink’s satellite based internet service.
Chief Minister Devendra Fadnavis himself signed this agreement in the presence of Starlink Vice President Lauren Dreyer in Mumbai. Now high-speed internet will reach government offices, villages and critical infrastructure.
Where and how will the service be provided?
This LoI has been signed between the Government of Maharashtra and Starlink Satellite Communications Private Limited. The service will first start in remote and underserved areas. This includes districts like Gadchiroli, Nandurbar, Washim and Dharashiv.
- Free or subsidized connections will be installed in government institutions.
- Priority to rural communities and public infrastructure like schools and hospitals.
- No cables or towers needed, just a small dish antenna.
This service will support the state’s Digital Maharashtra Mission. EV charging will also be linked to coastal development and disaster resilience programmes.
Game changer for Digital Maharashtra Mission
Chief Minister Devendra Fadnavis shared the post on X and wrote, ‘Big news. Maharashtra became the first state in India to partner with Starlink. Lauren Dreyer welcomed in Mumbai. This is a game changer for our Digital Maharashtra mission.
Fadnavis said, ‘Starlink is the largest company in the Information and Communication Technology (ICT) industry. We respect the company for coming to India and partnering with Maharashtra. With this, we will take the lead in satellite digital infra and take PM Modi’s Digital India to the grassroots.
How did Starlink enter India?
Starlink is the world’s largest satellite company, with thousands of communication satellites. In July 2025, the company received GMPCS license from the Telecom Ministry. After that IN-SPACe was approved. Earlier the demo run was held in Mumbai on 30-31 October.
Now Maharashtra has become the first state which is doing formal partnership. Other states are still in waiting, no LoI signed. The company can offer unlimited data plan in India for ₹ 840 per month and the device for ₹ 33,000.
Rollout timeline and benefits
The company’s commercial launch could happen as early as 2026. Pilot project will start soon in Maharashtra.
