Earlier, delimitation had taken place in Haryana in 2007-2008. At that time there was Hooda government of Congress in the state. During this period, many assemblies were demolished and new ones were built. There were changes in delimitation at many places, especially in Sirsa, Hisar and Ahirwal areas.

Seats like Kalanwali, Garhi Sampla Kiloi, Uklana, Kalanaur, Shahbad are on BJP’s target. Hooda’s assembly seat Garhi Sampla Kiloi can be reserved. Kalanaur can be converted into a general seat. Similarly, new Darba or Chowpata assembly can be carved out from Ellenabad assembly. Jind can be made a Lok Sabha constituency by excluding Uchana constituency from Hisar Lok Sabha.
Delimitation Commission works With the possible increase of 36 Assembly seats and 4 Lok Sabha seats in Haryana, the state will emerge as a politically powerful state. The Delimitation Commission increases or decreases the number of Assembly and Lok Sabha seats every 10 years.
During the interval of these 10 years, many such cases and applications reach the Commission, in which proposals are made to increase the number of Lok Sabha and Assembly seats as well as to reserve them. The concerned people send their arguments to the Commission as per their own, and after verification on the ground, the delimitation is done afresh.
At present, out of 10 Lok Sabha seats in the state, 2 seats, Ambala and Sirsa, are reserved. Whereas, out of 90 assembly seats, 17 seats are reserved for Scheduled Castes.

Therefore, Haryana Assembly needs its own separate building. Punjab Assembly has occupied more than 30 rooms of Haryana, which are not being given. Therefore, Haryana has started the process of building a new building for its assembly. Now the Center has also approved the new Assembly of Haryana and the Forest Department has issued NOC for it.

In such a situation, it is proposed to create new assembly seats by reducing the spread of these assembly constituencies through delimitation.

Possible to reserve 3 Lok Sabha and 25 Assembly seats After delimitation, 3 out of 14 Lok Sabha seats in the state may be reserved. Whereas, out of 126 assembly seats, 25 seats can be kept in the reserve category. Following delimitation in 2007–08, Bhiwani and Mahendragarh constituencies were merged to form Bhiwani-Mahendragarh and a new Gurugram Lok Sabha constituency was created by bifurcating the existing Faridabad Lok Sabha constituency.
