Ibtisam Ilahi Zaheer, a close associate of Mumbai attack mastermind Hafiz Saeed and general secretary of Pakistan’s Islamic organization Markazi Jamiat Ahle Hadith, landed at Shah Maqdoom Airport in Rajshahi, Bangladesh on 25 October 2025.
The security agencies were shocked by his sudden visit. Officials of the local Islamic organization Al Jamia As Salifa were present to welcome him, who hosted him at their campus in Naudapara.
Zaheer then went to districts bordering India like Nachole, Rangpur, Lalmunirhat and Nilphamari in Chapainawabganj district, where Zaheer held several religious meetings in local mosques. This area is about 20-25 km from the Indian border.
In these meetings, Zaheer created controversy by saying – ‘Jews and Christians cannot be friends of Muslims.’ According to reports, he reiterated his call to kill those who leave Islam. This statement was on the lines of his old controversial speech given in 2012.
Yunus government gave free hand, second visit only in 2025 Bangladesh now seems to be becoming a ‘new base of action’ for Pakistani radicals. This is the second visit of Hafiz Saeed’s aide Ibtisam Ilahi Zaheer after the arrival of Muhammad Yunus’ interim government in August 2024; The first took place in February 2025.
This time the visit coincides with Pakistan’s Chairman Joint Chiefs of Staff Committee General Sahir Shamshad Mirza arriving in Dhaka with a six-member delegation. The focus of both the visits is on the India-Bangladesh border, especially the Siliguri corridor.
The Yunus government is being accused of pro-Pak policy and giving immunity to foreign radicals, due to which the minority community is unsafe.
