During the fourth meeting of the JPC on September 6, there was a heated debate between the opposition and ruling party MPs.
The fourth meeting of the Joint Parliamentary Committee was held on Friday (September 6) to amend the Waqf Bill. The team of Archaeological Survey of India (ASI) also participated in it. The team told the committee through a presentation that the new amendment bill is necessary to preserve the old monument.
There was a ruckus between the ruling and opposition MPs in the fourth meeting as well. Shiv Sena (Shinde faction) MP Naresh Mhaske said- The opposition is only protesting in the meeting. The opposition only knows how to protest. There is a competition among the opposition MPs as to who can give a speech by protesting the most.
Mhaske further said- After Owaisi’s speech, other members also protested to secure their vote bank. I urge the opposition to think about the interest of the country and the Constitution. They should stop creating confusion among the people.
In fact, Parliamentary Affairs and Minority Affairs Minister Kiren Rijiju introduced the Waqf Bill 2024 in the Lok Sabha on August 8. Opposition parties including the Congress and the Samajwadi Party had termed this bill as anti-Muslim. Amidst opposition from the opposition, this bill was sent to the JPC without any discussion in the Lok Sabha.
ASI has 5 problems with the old Waqf Act
- Many properties which were earlier protected by the Government of India have been claimed by the Waqf without any proof. The Waqf Act 1995 empowers the Waqf Board to declare any property or building in the name of donation as a Waqf property.
- Using this power, the Wakf Board has issued notifications declaring protected monuments as Wakf properties, which conflicted with the rights granted under the Ancient Monuments and Archaeological Sites and Remains Act, 1958.
- The Wakf Board prevents the ASI from carrying out regular conservation and maintenance work on these protected monuments. There are many instances where Wakf officials have made changes to the original structure of protected monuments, affecting the identity of the structure.
- ASI and Waqf start making different claims on monuments of national importance. This creates problems in administration. ASI said that Waqf members sometimes take unilateral decisions, which are completely contrary to the policies.
- Sometimes Waqf members do not allow ASI employees to enter protected monuments. Sometimes Waqf boards start claiming ownership over monuments. This creates problems in the management of the monuments.
