The Bharatiya Janata Party (BJP) spent the most money in the 2024 Lok Sabha and the assembly elections held together. The party spent around ₹ 1,494 crore, which is 44.56% of the total election expenses.
The Congress spent ₹ 620 crores and finished second in terms of expenditure, which is 18.5% of the total expenditure. This information is given in the report of the Association for Democratic Reforms (ADR). The report analyzed the expenses of a total of 32 national and regional parties.
A total of Rs 3,352.81 crore was spent in the elections held in Lok Sabha and four states (Andhra Pradesh, Arunachal Pradesh, Odisha and Sikkim) between 16 March to 6 June 2024. Out of this, only the cost of national parties was ₹ 2,204 crore, which is 65.75% of the total.

Maximum ₹ 2 thousand crore spent on publicity According to the ADR report, the most money was spent on publicity. All the parties spent ₹ 2,008 crore on publicity, which is more than 53% of the total expenditure. After this, travel expenses were second, in which ₹ 795 crore was spent. Out of this amount, ₹ 765 crore was spent only on the journey of star campaigners, while the rest of the workers and campaigners spent only ₹ 30 crore.
4 important points of ADR report ….
- National parties raised ₹ 6,930.25 crore during the election, while regional parties got ₹ 515.32 crore. That is, 93.08% of the total funds went to the national parties.
- Candidates were given ₹ 402 crore as cash or outright amount.
- ₹ 132 crore was spent on digital or virtual promotion.
- ₹ 28 crore was spent on publishing criminal records of candidates.
Delay in submission of report The Election Commission has to give details of spending to every party within 90 days, but many parties delayed. But AAP (AAP) submitted its report after 168 days. At the same time, the BJP report delayed 139 to 154 days. Only the Congress gave details of both the Lok Sabha and the assembly on time.
Report of many parties is not in the Commission’s website ADR expressed concern that reports of several parties were not available on the Election Commission website. These include parties like NCP, CPI, JMM, Shiv Sena (UBT). Apart from this, some parties like PDP and Kerala Congress (M) have shown zero expenses despite contesting elections.
The report stated that 690 non-Cheerful parties took part in the Lok Sabha elections, but their expenditure information is not included in the report.
