The Aam Aadmi Party (AAP) government of Punjab will introduce a bill in the assembly today regarding the disgrace of religious texts. This bill Punjab can be in the name of Holy Granth (Prevention of Crime) Act, 2025.

Its disrespect can be sentenced to imprisonment for 10 years. If there is any violence or death of someone in it due to disgrace, then in such a situation, life can be punished for life imprisonment.

However, information about this bill has not been formally revealed yet. After the bill is introduced in the assembly, all its information will be public.

The special thing is that this law will not only be applied to Sri Guru Granth Sahib but also on Sri Guru Granth Sahib, Shrimad Bhagavad Gita, Quran Sharif and the disgrace of the Holy Bible.

These provisions can be done in the Act of Punjab Government

  • There will be punishment even after trying to try: Even if a person tries to stride, but is unable to fully execute him, he can still be sentenced to 3 to 5 years and a fine of Rs 3 lakh. Along with this, if a person conspires, provokes or obstructs religious rituals, he can also be punished under this law.
  • Minor or mental disabled accused will be responsible for parents: It can be provided in the Act that if any If a minor or a mentally disabled person is disrespectful, his parents or mentors will also be considered a partner of the crime. On that too, legal action will be taken on the intentional or negligent to fail to fail to keep him under control. At present, the accused in most of the cases of untouchability survived as mentally disabled.
  • Maximum punishment up to life imprisonment: In this law it can be provided that if a person disrespects the holy book of any religion, he can be punished up to 10 years imprisonment and up to maximum life imprisonment.
  • If violence or death occurs, life imprisonment is possible: If communal tension spreads due to a disgrace incident. In which someone dies or there is damage to public or private property, then the guilty can be kept in jail from 20 years to life (till natural death). Along with this, he can also be fined from 10 lakh to 20 lakh rupees.
  • Parole-lapse will not be found, life imprisonment on crime again: This law may also provide that in case of disgrace, the convicts who are life imprisonment or the most punished will have no right to parole or furlo, that is, they may have to stay in jail, even if their punishment is long. If a person is already guilty of this crime and disrespects again, he can be sentenced to jail until he is alive, no matter what he is.
  • Religious servants may be punished strict: If a gland, recitation, ragi, pundit, cleric or pastor, who are engaged in religious service, are found guilty of disrespect, they can be punished the most rigorous punishment. The argument behind this may be that they are expected to protect the sacred texts. If you take this wrong step, then they can also be punished strictly from others.
  • Provision of special courts also, investigation will be in 60 days: The state government can empower special courts on this law. In which Sessions may be judges or additional sessions judges. The responsibility of investigation can be given to the DSP or a higher rank officer. Keeping in mind the accused, the accused can be fixed at 60 days for investigation.

What SGPC said about the new act Shiromani Gurdwara Prabandhak Committee (SGPC) Principal Advocate Harjinder Singh Dhami said that after 2015, the government of Shiromani Akali Dal amended Section 295-A and enacted strict laws against the disgrace. Despite this, there was no concrete investigation into the incidents of untouchability including Golden Temple nor any convict was punished.

He said that not only the disrespect of Sri Guru Granth Sahib or Gutka Sahib, but also those who do the innocent of Sikh Kakaras (Five Kakar) should also be punished. Dhami also commented on the bill being brought by the Punjab government in the special session of the assembly, saying that this session should not only be a political pretense, but through it the real culprits should be punished. He appealed to the government to maintain rules in religious matters.

Leader of Opposition said- Act has not been sent yet The Act has not yet reached 2025 MLAs. Leader of the opposing side and Congress MLA Pratap Singh Bajwa had also taunted the government on Thursday. He said that the act can be discussed only when they are given to the MLAs. But so far it has not been sent to any MLA and it will be sent to all tabs on Friday morning.

Why is there a big issue in Punjab? Interest in Punjab has become a big issue because it is associated with religious sentiments. For the last few years, such incidents have been revealed in which Sri Guru Granth Sahib was disarmed. Not only this, in most cases the accused were said to be mentally ill. In many cases, the accused could not even be punished. After 2017, the incidents of disgrace took a political form. Some incidents of Bedabi in Punjab-

  • June 2015: 110 pages of Guru Granth Sahib were stolen in Burj Jawahar Singh Wala.
  • October 14, 2015: Protests started in the whole of Punjab after getting torn pages in Bargadi.
  • 1 June 2018: In Malot, the person caught a rage, the mob caught.
  • 20 February 2022: In Golden Temple, the young man jumped towards the sacred form. Tried to raise the saber. The mob killed him.
  • March 2024: A young man was beaten up in Kapurthala on charges of theft and disrespect. The police registered a case.
  • June 2025: Tension spread due to the burnt religious parts in Talwandi Sabo.

Captain Sarkar also amended, what was made? The new section 295AA was added to the Indian Penal Code (Punjab Amendment) Bill 2018 at the time of Captain Amarinder Singh’s government. In this, Guru Granth Sahib, Gita, Quran and Bible were determined for life imprisonment. Also, in Section 295 of the IPC, the sentence of two years was increased to ten years. The President’s approval was necessary to implement the bill, but the approval was not received.
