US President Donald Trump has prepared a 28-point peace framework to end the Russia-Ukraine war. this framework This has come to light during US Army Secretary Dan Driscoll’s visit to Ukraine.

However, several American news outlets have confirmed this by quoting sources. American digital news outlet Axios and Britain’s Financial Times first reported about the plan on Wednesday.

Ukraine proposes to reduce its army in exchange for security guarantees
The Trump administration has made it clear that both sides will have to make compromises. The framework includes not only security guarantees for Ukraine but also Russia’s long-standing demands, according to the 28-point plan obtained by PBS News Hour media.
It says that Ukraine will have to limit the size of its army. NATO will not be allowed to send any troops to Ukraine. Ukraine would have to give up the part of the Donetsk region that it still controls and which Russia has not been able to capture despite an 11-year war.
That area would be recognized internationally as Russian territory. This will give Russia control over the entire Donbass area. The US will then recognize Donbass, Crimea and the occupied parts of Zaporizhia and Kherson as de facto Russian territory.
Furthermore, NATO will not include Ukraine in the future. The US will lift sanctions on Russia in a phased manner and on a case-by-case basis.
According to the plan, both sides will be forgiven for their actions. Also, $100 billion will be available from frozen Russian assets for the reconstruction of Ukraine. According to Reuters, Ukrainian President Zelensky has given initial consent for this.
Zelensky ready to discuss proposals
During a meeting with US military officials in Kiev on November 21, Zelensky said – We agreed that our teams will negotiate and work on these proposals to ensure that all these proposals are true. For now, we will not make any firm promises, we are ready for clear and honest work.
However, he has sought to reconsider the terms. On the other hand, Zelensky also said that only America and Trump have the power to end the war.
At the same time, EU foreign policy chief Kaja Kalas said, “It is important to include Ukraine and Europe for any plan.” US Secretary of State Marco Rubio wrote on X, ‘The United States will continue to work on possible ideas to end this war based on input from both sides of this conflict.’

Trump’s 28-point framework
This 28-point plan is said to be inspired by the Trump administration’s Gaza war end plan. Axios According to the report, US special envoy Steve Witkoff held a three-day meeting with Russian RDIF chief Kirill Dmitriev in October, where the draft was discussed.
US officials say that this plan has been prepared with input from both sides (Russia and Ukraine), but Ukrainian officials have claimed that they were not included in it.
The probable plan is divided into four parts-
1-7: Peace in Ukraine (regional and military arrangements)
- Complete Russian control of Crimea: Ukraine would recognize Russia’s permanent and full control over Crimea (under Russian occupation since 2014).
- Handing over Donbass: The remaining parts of the Donetsk and Luhansk regions (a total of 14.5% currently under Ukrainian control) would be handed over to Russia.
- Freeze line in Zaporozhye and Kherson: The existing battle lines in these southern areas will be permanently frozen.
- Donbass Demilitarized Zone: Donbass will be declared demilitarized, where neither Ukraine nor Russia will be able to deploy troops.
- Ukrainian army limited in size: Ukraine’s army will have to be reduced by 60% (maximum 4 lakh soldiers).
- Ban on long range weapons: Ukraine would not be able to use or maintain long-range missiles and other advanced weapons capable of attacking Russia.
- Military Withdrawal: Ukraine will completely withdraw its forces from Donbass.
8-14: Security Guarantees (for Ukraine and Europe)
- US Security Guarantee: The US would provide NATO-style security guarantees to Ukraine to protect it from future Russian aggression.
- European Security: A joint security system will be established under the leadership of America to protect Europe from Russian expansion.
- Permanent ban on NATO membership: Ukraine will make a written promise not to join NATO forever.
- Ban on Western peacekeeping forces: A complete ban on the deployment of NATO or Western peacekeeping forces in Ukraine after the ceasefire.
- Russian language and church rights: The rights of the Russian language, media, and the Russian Orthodox Church will be guaranteed in Ukraine.
- Restrictions on media and education will be lifted: Both Ukraine and Russia will lift any discriminatory restrictions on Russian/Ukrainian media and education.
- General amnesty for war crimes:The parties would also receive general amnesty for actions taken during the war (prohibiting war crimes trials of Russian officers and soldiers).
15-21: Security in Europe (regional stability)
- Role of the European Union: The EU will be included in the peace process, but military intervention will be limited.
- Border Security: Joint monitoring mechanism established on Ukraine-Russia border.
- Economic Reconstruction: Russia will compensate Ukraine for the reconstruction of occupied territories (including rent payments on Donbass).
- Navigation in the Black Sea: Joint agreement to ensure free navigation in the Black Sea.
