In Uttarakhand, a Common Service Center (CSC) operator made a fake permanent residence certificate in 4 days by showing Raees Ahmed of Uttar Pradesh as being from Haldwani.

The matter came to light when on the evening of 13 November, on the complaint of a person, Kumaon Commissioner Deepak Rawat raided this fake CSC centre. The complainant alleged that his documents were misused to make him the permanent residence of another person.
But how did the complainant come to know that his documents were being misused? Dainik Bhaskar App Investigated. In which it came to light that this entire fraud was exposed by a relative of the CSC operator. He took the complainant directly to Deepak Rawat.

Faizan has been living in Haldwani for 25 years Faizan, the director of CSC Center located in Haldwani, has been living in Haldwani for the last 25 years. He was also working on the post of Arjinavis (one who files or writes applications) in the tehsil.
At the same time, a relative of Faizan has also been living here for the last several years. Dainik Bhaskar team spoke to this person in which he told on the condition of anonymity how he exposed this fraud.
RTI filed, reached the person The person told that he came to know from some source that Faizan was making a fake permanent residence. He also talked to Faizan but he told him not to believe these things. After which he came to know that a person from Bareilly, who had come to Haldwani some time ago, had become his permanent residence, so he filed an RTI to find out on the basis of which documents Faizan had made him his permanent residence.
impose someone else’s documents RTI revealed that Faizan had used the documents of another Rais Ahmed, who was living in Haldwani for the last 20 years, to establish the permanent residence of Rais Ahmed, a resident of Bareilly.
Faizan had also prepared the permanent residence certificate of the nobleman of Haldwani, hence he had all his documents. Bareilly’s rich man Ahmed’s father was alive but Haldwani’s father was dead, so Faizan showed the Bareilly rich man’s father also dead and applied for permanent residence.

OTP sent from someone else’s mobile An OTP also comes before submitting the application, which was the biggest challenge for Faizan. He played the trick with full planning, on 26th July a person came to Faizan’s shop to make his permanent residence, then Faizan takes the number from him and with his mobile number makes the application of two people, one of the person who had come to make permanent residence and the other of the rich man of Bareilly, and in this way he submits the application completely. On 29th July, i.e. in just four days, he arrives as a fake permanent resident.

When Faizan’s relative came to know about this entire fraud, he met Haldwani resident Raees and told him that his documents had been misused, after which both of them reached the public hearing of Commissioner Rawat in a planned manner and complained about the entire matter. After which Rawat got a confidential investigation done. After Faizan’s name was confirmed, the CSC center of Banbhulpura was raided on the evening of 13 November.
During the raid, personal documents of many people were found in the center which should not have been there. After which the police registered a case on the complaint of the Tehsildar and arrested the accused. At the same time, the police is now also investigating how many fake documents he has prepared in the last few months.

Government strict, checking of 5 year certificates
After this matter came to light, CM Pushkar Singh Dhami has also taken strict action. The Chief Minister has instructed the Home Secretary that strict action should be taken against public service centers and those preparing fake documents. Along with this, DM Nainital Lalit Mohan Rayal has ordered Haldwani SDM to examine all the permanent residence certificates made in the last 5 years.
