Asked about the arrest in Mongolia, the Kremlin, the presidential office, said it had “no concerns” about Putin’s visit.
Russian President Vladimir Putin is going to visit Mongolia on September 3. Meanwhile, the International Criminal Court (ICC) has said that if Putin visits Mongolia, it is the responsibility of the authorities there to arrest him.
ICC spokesperson Dr. Fadi El-Abdallah told BBC that it is Mongolia’s duty to follow the orders of the International Criminal Court. It should cooperate in this. Mongolia is a member of the International Criminal Court i.e. ICC.
In March last year, the ICC issued an arrest warrant against Putin. The court said that Putin was responsible for war crimes.
This was the first time that the ICC had issued an arrest warrant against the top leader of any of the five permanent member countries of the United Nations Security Council. Russia had called the ICC’s issuance of a warrant against Putin ‘outrageous’.

Ukraine has also demanded the arrest of Putin when he visits Mongolia. The Ukrainian Foreign Ministry said on Friday-
We hope Mongolia realizes that Putin is a war criminal and that the ICC has issued an arrest warrant against him.

This will be the first visit of the Russian President to an ICC member country after the warrant was issued. Putin has been avoiding visiting any country that is a member of the ICC since the warrant was issued.
Russia has been rejecting the allegations against Putin. According to news agency AFP, on the question of arrest in Mongolia, the President’s office Kremlin said that they have ‘no worries’ about Putin’s visit. Putin’s visit is taking place at the invitation of Mongolian President Ukhnaa Khurelsukh.
Kremlin spokesman Dmitry Peskov said when asked if an arrest warrant had been discussed with Mongolia regarding Putin’s visit-
We have good relations with Mongolia. However, we have taken all precautions while preparing for the President’s visit.


When the BRICS summit was held in South Africa in August, four months after the arrest warrant was issued against Putin, Putin did not attend it.
What happens if the order is not followed?
According to the report, if Mongolia does not obey the ICC’s order, the court cannot do anything about it. However, ICC spokesperson Dr. Abdullah says that if any member country refuses to obey the order, then ICC will keep an eye on it. It will be discussed during the meeting of member countries. After this, whatever action is appropriate will be taken.
The ICC has no power to arrest anyone, and relies on its member countries to enforce its orders.

International Criminal Court started in 2002
The International Criminal Court (ICC) was established on 1 July 2002. This institution investigates war crimes, genocide and crimes against humanity happening all over the world. This institution takes action on the basis of rules prepared on the Rome Agreement of 1998.
The International Criminal Court is headquartered in The Hague. 123 countries including Britain, Canada, Japan are members of the International Criminal Court under the Rome Agreement. The ICC had issued an arrest warrant against Russian President Putin on the basis of allegations of kidnapping and deportation of children in Ukraine.
